you grow a normal tree then pour vinegar into the soil, this stunts its growth.

You have to choose the right kind of tree because only certain kinds will work. Then you grow it in a small pot and shape it the way you want it to look by cutting off some branches and training others to grow in the right direction with wires and weights.
The small size is maintained by trimming and the slow growth comes because the root system is very small.
There are people all over who do bonsai and lots of information out there. http://www.bonsaigardener.org/ is a site to get you started.

Bonsai is the art of making miniature trees out of full grown natural trees which generally reach to big size in the outdoors.

Bonsai plants are restricted to a small size by constant training . The methods applied for bonsai training are Pruning, Trimming, and Re potting. Wiring is also an important aspect of bonsai training, wiring ensures that the bonsai plant acquires the kind of shape and style you want it to.

There are other important aspects which you would need to master to grow bonsai plants.

Hope this information helps you in understanding how bonsai are grown.
