Trouble germinating my bonsai?

I bought a mini-bonsai kit because I’d love to add a little green in my room.
I’ve germinated seeds before, but these ones just won’t go.
It’s a jack-pine seed plant, and the instructions say to soak seeds in water for 24 hours (which I did) in clean spring water.
Then it says to place seeds in a damp paper towel and put it in a plastic bag, place in the refridgerator and leave it there for 7 days. I tried that with two of the 6 seeds I was given, and neither of them germinated. So I took one out of the fridge and left one in, and it’s been 4-5 days since then without any luck.

Remember, this is for a mini-bonsai plant that only grows to 5 inches at full height.

What am I doing wrong?

You may have to Freeze them to get them to germinate. If you really want to Bonsai, check out some small shrubs at a local nursery, check out the base of the trunks, buy the gnarliest you can find.
